The predecessor project: The Observatory for the Development of Social Services in Europe
The Observatory was set up in September 1999 by the German Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ). It aimed at facilitating a more precise assessment of social policy and social law developments in Europe and to better represent German interests. The Observatory’s work contributed to an overall picture of developments in social services in Europe - particularly in EU member states and accession countries. Furthermore, the Observatory monitored and evaluated public discussion at the European and national level on the development of social services on a public, non-profit or private basis.
From January 2010 until July 2014 the Observatory was a common project of the German Association for Public and Private Welfare e. V. (DV) and the Institute for Social Work and Social Education.
